Read the case study below and answer the question that follows:

Kusini School evolved from a mixed day school into one of the largest girls boarding schools in the Western County. It currently has 800 learners. The national examination results for the school have been declining over the years. The school experiences shortage of staff which has resulted in the hiring of teachers on a  temporary basis. The morale of the hired staff is low due to low and delayed wages. The Board of Management is now considering whether they should pursue a strategy of growth and offer college education to form four school leavers.
