 According to the End of Decade Assessment of EFA progress in Kenya it is necessary to ‘reach the unreached’ in order to achieve EFA/Goal 2: Universal Primary Education (UPE). Some of the strategies recommended to address this challenge include:

1.      Implement affirmative action in recruitment of male teachers in ECD teacher training institutions

2.       Support all vulnerable children of the basic school-going age so that they can have access to and learn in, educational institutions that are responsive to their needs and conditions

3.       Strengthen the social protection measures to reach the hard to reach children

4.      Review the equity model of financing to schools and make it to target the vulnerable children

5.      Establish programs for special needs in ACE

6.      Address the issue of gender equality at all levels and forms of education

 

a)      Identify examples of children that have not been reached by Free Primary Education (FPE).

b)      Suggest other strategies that could be used to reach these ‘unreached’ children.
