Setting baselines and targets is a foundational step in Monitoring and Evaluation. For education managers, baselines provide a clear picture of the current status of learners, teachers, institutions, or programmes, while targets define what success should look like within a given period. Without clear baselines and realistic targets, it becomes difficult to measure progress, assess performance, or make evidence based decisions.
