Program: Junior School Learner Retention Improvement Program
Period: 2026–2028
Target: Increase retention rate to 98% by 2028
The vertical logic shows the cause–and–effect relationship from activities → outputs →

1. Functional learner tracking and early warning systems established

· Develop learner attendance and tracking tools
