Understanding an M&E Framework

An M&E framework is a results based planning and management tool that outlines:

·       What an institution or programme aims to achieve

·       How success will be measured

·       What data will be collected

·       Who will collect the data and how often

·       How findings will be used

In education, M&E frameworks support performance tracking across areas such as access, retention, learning quality, equity, governance, and institutional effectiveness.
